what type of website are you looking at ?
Try use those colour matching wheels programs to help.

I think you can make a good layout with any colors aslong as they are put appropriatly. But try to stay away from blue. Its way too common.

Agree with the blue.
Blue/gray/white are the most used colours.

white is one of the best colours to create a elegant sites.
most of the sites i seen have white background.

For a simple and decent site use white . for a fancy site just use other colors ..,

I agree. Blue seems to be a really good color but it depends on the shade of the blue. In my opinion, a light blue would look interesting but you should experiment.
