Some important points to note:

1. CSS can really help improve the visual aspect of your entire site
2. Keep as few links as possible, especially for your main page
3. Do not have multiple links to the same page on your site, except maybe in the footer and make them small
4. Menus or navigation links should be prominent
5. Have a simple logo/banner
6. Flash is okay, but keep it simple
7. Not too colourful. A good match of colours can help improve the look of your website

Hope these points help. If you have any other suggestions, please feel free to post them here.

I agree with tip #1.  I switched from frames, to faking frames with css on my site, and I really like the difference.  I've seen some really fancy things done with css.
#2 is true, a cluttered page is confusing
#6 keep the flash simple
#7 a good color scheme can make all the difference.  Sites with comfortable viewing colors are the easiest to view.

Well, for me, having a google ad for the major part of your content is not good.
It's better to put in somewhere below the banner or at the footer.

Just my 2 cents.

It looks like a landing page for displaying google adverts to me.

I would have to disagree with this one. Having links throughout your site for other pages helps to get the entire site crawled, indexed, and ranked. Each link is another reference point for the spiders.

Yes, but it should be in the footer or something.
I have seen sites with crosslinks everywhere.

Yes. I've been to sites where every other word is a hyperlink. I agree this is not good. There are ways to distribute links throughout your site so every page is cross linked with out making it looked cluttered.
