Oh, yes.
I have trying to get a PR4 for this site, but looks like getting from a 3 to a 4 is very tough.

Thats a good news. I have a PR 3 in my both the sites and looking to jump to atleast PR 5.

its logarithmic.
AKA a PR4 requires 10 times the PR of a PR3
PR5 is the top limit unless you have a very large/popular/powerfull site.
